This esteemed scholarship program is intended for gifted people from developing nations who are committed to promoting social justice and democracy in their own country.
Who Can Apply
Graduates from developing and emerging countries (bachelor or equivalent)
- With a well-qualified first university degree and above-average grades (upper third) in Social and Political Sciences, Law, Economics, Public Policy and Administration
- Willing to actively contribute to the social, political, and economic development of their home countries/regions
- Who have already gained practical experience relevant to the program (professional experience, internships, political/social commitment)
Scholarship Allowance
The scholarship holders will receive
- Scholarships (currently € 934 per month) for master’s courses
- Health insurance
- Travel allowances
- A study and research grant
- Rent subsidies and family supplements, as applicable
- Preceding German language course in Germany, lasting up to 4 months; participation is mandatory.

How to Apply
All applications must be submitted in English or German. Please indicate clearly that you are applying for the DAAD Helmut-Schmidt Program (Master’s scholarship in Public Policy and Good Governance).
You may apply for up to two master’s courses listed below.
- The DAAD application form for research/study scholarships should be completed once, with the selected master’s course or courses indicated as the first and second priority.
- To apply for two master’s courses, rank them in order of preference in your motivation letter, providing clear reasons for each choice’s academic and professional advancement, and submitting the same letter for both courses.
- To apply for a scholarship, complete the application form for your chosen master’s course(s) and submit all necessary documents directly to the course.

Application Documents
- A hand-signed checklist and list of criteria, including the place and date of issue, must be included in your documents.
- Fill out the DAAD application form for a research/study scholarship, ensuring your answers are legible and typed.
- A single letter of motivation (even when applying for two master’s courses)
- CV (format: Europass) with detailed information about studies and practical experience, and explain gaps of three months or more in chronological order, should include the date of issue.
- Please provide copies of your degree certificates and transcript records, including a certified translation if the original is not in German or English, and ensure they are legible.
- Proof of English language skill
- Recommendation letter with date and signature.
